
Time for Big Brother to Get a Makeover
Data Governance is often seen as a roadblock or hindrance to progress for those we serve; Washington State Health Care Authority (HCA) is working to change that. Data Governance professionals work daily to ensure the safety and validity of citizens' private information, but those that work with us see us as just another detour on their daily commute. HCA has begun the work to lower the barriers while still protecting the data we are entrusted with. In this presentation, we will look at:

Samantha Schrader

Samantha Schrader is a passionate Data Leader, coming to Data Governance with a diverse background in stakeholdering both in the public and private sectors. Samantha began her career working with local grassroots organizations improving their public images and funding streams before transitioning to public service. Samantha worked closely with the Substance Use Prevention Team at the Washington State Health Care Authority in the creation of two new data systems that affected over 100 community-based contractors. Samantha has a passion for improving data knowledge and understanding and works to lower barriers to useful, accessible data for residents of Washington State. She has been with the Data Governance Team at the Washington State Health Care Authority for over a year and works every day to improve internal and external relationships. Samantha has a bachelor's degree in Ethnic, Gender, and Labor Studies and a master's degree in Public Administration.
Mitsuyo Maser

Mitsuyo Maser joined the Washington State Health Care Authority (HCA) in 2021 as a Data Governance Specialist. During her tenure, Mitsuyo has worked to advance the agency around data governance and metadata management. She stewards process improvements while ensuring visibility and transparency throughout the data governance process. Mitsuyo is the product owner of HCA’s data request services tool that ensures the security and efficiency of HCA’s data release and review processes. Mitsuyo strives for transparency, understanding, and excitement around data governance. Her previous experience includes working for the State of Nevada in excise tax compliance and managing guest experience at a major Seattle landmark. Mitsuyo’s undergraduate education in International Business Management and Master’s in Business Administration from the University of Nevada, Reno, builds the foundation that exemplifies the importance of implementing processes regarding compliance with an impact of the human element and interactions.
