
In response to the fourth National Action Plan on Open Government (2018-2020), the Canadian Federal Chief Science Advisor released the Roadmap for Open Science in 2020. The Roadmap aimed to promote a federal science culture that is “open by design and by default”. The Health Canada Open Science Action Plan was released in the summer of 2021 and included eight action items aimed at advancing the recommendations set forth by the Federal Roadmap. Action Item #7 states that, under the purview of the Chief Scientific Data Officer, Health Canada’s Office of the Chief Data Officer will implement FAIR data principles by January 2025, including developing: an inventory of Health Canada’s data holdings, standardized, machine actionable data management plans, facilitating best practices in data governance and stewardship, promoting open data, and supporting data literacy. Dr. Allana LeBlanc is a Senior Advisor to Chief Data Officer at Health Canada and supports the role of the Chief Scientific Data Officer. Allana completed her PhD in Population Health and understands the disconnect that can exist between science and policy. She is focused on improving access to data for all Canadians.

Clôtilde is a registered dietitian with a master in public health. Her career has focused on addressing wicked problems to help improve the health outcomes of others. She has spent the past ten years of her career at Health Canada where she has thrived leading project teams to tackle complex projects. In her current role, Clôtilde is the Manager of People & Culture team in Health Canada’s Chief Data Office. Here Clôtilde continues to drive organizational change by fostering innovation and data literacy.
