Govern Data Like Nobody's Watching

This presentation will cover strategies and approaches to addressing technical, resource, and cultural challenges we faced while establishing and implementing a data management and governance program at CISA. We will discuss the activities surrounding the identification of and planning of how to address accumulated data and technical debt in a resource-constrained environment, invest in data acumen (literacy), and market the value of data to the broader CISA community. We will also cover the development of a foundation of policy and guidance, an Enterprise Conceptual Data Model, a data and analytics framework, and a set of enterprise reference data. These are some of the success stories that have helped us make progress towards our goal as captured by our motto: “The right data, to the right people, at the right time, with minimal effort."

Speaker: Costi Tudan

Serving as the CISA Deputy Chief Data Officer since June 2018. In this capacity, Costi oversees the day-to-day implementation of the enterprise data management program focusing on the implementation of the CISA data catalog, data architecture, data management and governance, enterprise semantic integration, and conceptual and logical data modeling. Also led the development of the CISA Enterprise Conceptual Data Model for Cybersecurity and Infrastructure Security, the Data and Analytics Framework, and CISA standard reference data. Prior to becoming Deputy CDO, Costi worked at DHS since 2010 supporting CISA, formerly the National Programs and Protection Directorate, in various roles in data management, advanced analytics and enterprise architecture.
